Palpatine is not Neutral Evil, he's Lawful Evil due to being a Sith Master, attaining success by working within an established system, and clearly just relishing having power in general. He also seeks to enforce "order" through his Empire, but a very perverse order. That's Lawful Evil.
Darth Maul is more Neutral Evil, but honestly I would say he's Lawful Evil too. The Sith are ALWAYS Lawful Evil because they work within an organized hierarchy and believe in attaining success by working within the system. So Darth Maul really isn't chaotic. He always has a reason for what he does, even if it's a bad reason. He does not just indulge in random cruelty.

Whether or not Boba Fett is Lawful depends entirely on what era of SW history this is. After he becomes the new Mandalore during the NJO era, yes, he's Lawful Neutral. But before that he was Neutral Evil due to being a completely self-interested and amoral mercenary.
So in the end, I would have Palpatine represent Lawful Evil, Darth Maul Neutral Evil, and Durge as Chaotic Evil. That to me fits better.
